For example:\n<ol>\n<li>If it will cost money, consult with the Treasurer, CFO and Executive Council.<\/li>\n<li>If it involves worship or seeks support from the bishop\u2019s staff, consult with the bishop.<\/li>\n<li>If it\u2019s a church-wide issue, consult with the General Convention deputation.<\/li>\n<\/ol>\n<\/li>\n<li>Draft resolutions must be submitted no later than July 25, 2026 for the 2026 convention.<\/li>\n<li>Draft resolutions must be emailed to the chair of the Committee on Resolutions, Dave Frangquist, <a href=\"mailto:frangquist@acm.org\">frangquist@acm.org<\/a>.<\/li>\n<li>Changes to the diocesan constitution and canons do not go to the Committee on Resolutions. Send them to the Secretary of the Convention (<a href=\"mailto:secretary@diocal.org\">secretary@diocal.org<\/a>) for submission to the Committee on Canons.<\/li>\n<li>You do not need to know how to write resolution language; the accompanying explanation.<\/li>\n<li>It does not take a position as to whether or not the convention should adopt a resolution.<\/li>\n<li>It does not handle changes to the Canons; that is the work of the Committee on Canons.<\/li>\n<\/ul>[\/et_pb_accordion_item][et_pb_accordion_item title=\"What are the characteristics of a \u201cgood\u201d resolution?\" _builder_version=\"4.27.2\" _module_preset=\"default\" global_colors_info=\"{}\" open=\"off\"]<ul>\n<li>It deals with only one subject.<\/li>\n<li>It is as short as necessary to accomplish its goals, normally limited to two or three clauses.<\/li>\n<li>It is written in plain English and avoids jargon or convoluted phraseology.<\/li>\n<li>It furthers the mission of the Diocese of California.<\/li>\n<li>It takes action rather than just stating an opinion.<\/li>\n<li>When it deals with matters of diocesan administration (e.g. finances), it establishes policy and delegates details to the bishop or an appropriate diocesan body, such as Executive Council.<\/li>\n<li>When `it calls for the establishment of a task force, it sets a date for the task force\u2019s final report to the convention (i.e. \u201csunset\u201d date).<span> <\/span>This is required by the rules.<\/li>\n<\/ul>[\/et_pb_accordion_item][et_pb_accordion_item title=\"What if a resolution calls for spending money or changing the diocesan budget?\" often completes its work before the deadline for submitting resolutions.<\/li>\n<li>If a resolution is going to require funding, a request for funds should be submitted to the Treasurer, CFO and Committee on Program and Budget in April.<\/li>\n<li>If a resolution is going to require funding that has not been included in the budget, it can direct the Committee on Program and Budget to consider funding it in the following year\u2019s budget (e.g. a resolution adopted in 2025 could direct the 2026 Committee on Program and Budget to provide for funding in the 2027 convention.<\/li>\n<li>Deaneries can provide a suitable forum for discussion of resolutions or ideas for resolutions.<span> <\/span>Time during convention is very limited.<\/li>\n<li>Deanery representatives to Executive Council can bring matters to the attention of the Council, which in some cases may be more effective than passing a convention suitable for noncontroversial matters that would not benefit from open discussion.<\/li>\n<li>The Committee may recommend an alternative approach, such as bringing the matter before the Executive
